So that insurance companies can function, compete, and profit according to the actuarial tables of probabilities, the Republicans propose state-run but federally funded pools of cash for citizens who can’t afford (because of their preexisting conditions and/or low income) the market rate prices of insurance premiums (and deductions), which of course could be supplemented by tax deductible gifts from rich people and corporations wanting better healthcare for the uninsured.
