States such as New York, California, Massachusetts, and Vermont, wanting a single payer healthcare system, would get their wish by passage of the Republicans’ Graham-Cassidy healthcare bill, because with their block grant money they could divvy to their populations by their single payer system, and if any more is needed they’d just up their state income taxes.
