Japheth’s grandson Togarmah bore a son named Cuzar (according to the Chronicle of Jerahmeel) whose name may have become known for his dictatorial leadership even before the confusion of language at the Tower of Babel, and after the confusion of language his name adopted to mean a dictatorial leader, a czar, kaiser, caesar, the Japhetic language speaking people having spread north and west from Babel.
