Mere Impoochment of Trump by Nervous Nancy Doesn’t Count Unless She Follows Through by Passing to Senate

By withholding the two articles of impeachment from the U. S. Senate to judge, isn’t Nancy Pelosi saying “just kidding” and therefore the impeachment exercise just a ruse?
