A commenter at Breitbart, apparently a psychiatrist, says that Joe Biden may be suffering some form of dementia manifested in his behavioral disinhibition, drunk behavior by an individual who though is not drunk, lacking the cognitive ability to debate anyone much less America’s Heckler president Trump.
