Translate:

Under current U. S. immigration law, illegal aliens can just set foot in the U. S. anywhere along the wide open stretches of the southern border and immediately be entitled to a court hearing to claim asylum, “catch-and-release,” but when much needed border fence will have been installed to sufficient extent in the higher trafficked sections to funnel all the immigrants to well policed ports of entry, all of the asylum wannabes will be either accepted or turned away according to merit.
