Assuming the Congresspeople realize health insurance companies can’t operate profitably while having to insure all those who apply with preexisting conditions, president Trump should lay-down-the-law that insuring people with preexisting conditions is a charity situation, that those with preexisting conditions should pay into the system some of what’s required to treat them but the rest by the government, or preferably by a program where charitable donations to health welfare would be tax credited.
