Republicans Could Accept the Mueller Investigation Rider in Spending Bill in Exchange Democrats Ok Wall Funding

Why not include within the lame-duck spending bill the $5 billion for the border wall in exchange for inclusion of the provision that Robert Mueller won’t be fired before he’s finished his work?
