The logical regulation for the appointment of a special counsel stipulates that a specific crime to be investigated must be named in order to trigger his/her appointment, so considering no specific crime was cited to trigger the appointment of Robert Mueller, both he and Rosenstein (who appointed him) could be fired for having broken this very important rule, otherwise witch hunts ensue.
