When a three year old kid says that he’s happy when he’s naughty, you know conscience is developed by then, the case certainly with most, so that sense of right and wrong established plus the Word saying that everybody knows there is the Creator by the beautiful design seen in His creation, to repent to the Creator for wrongdoing is expected, as it was during Old Testament times for those who hadn’t heard the story of salvation by Elohim’s plan for the believing of Israel and Gentiles like Rahab.
