While the general public was not made aware that Putin last summer in a speech said that Ukraine is part of Russia and should be treated as such, the U. S. intel community, politicians (including Biden), and security analysts certainly did know about it, so why did they not sound the alarm that Ukraine’s defenses should be built-up bigly particularly when Putin began mounting forces at the border?
