Why Did Elohim Before the Foundation of the World Choose Some for Salvation But Not Others Why is That Just in His Eyes?

The Word says that His chosen ones were selected to be saved before the foundation of the world, so many of the unsaved logically ask why did He do that, isn’t that unfair? The Word also says that His ways are far above our ways, and that all of those who seek Him will find Him, thus that all of the currently unsaved who though will seek Him will find Him, to be saved, so isn’t that enough for us to know and fair in the sense that He will reject only those who refuse to seek Him for salvation?
