Order of Debt Ceiling Negotiations After Previous Fiscal Year’s Money Spent Should Be Reversed to Give Bargaining Bearing

What good are U. S. debt ceiling negotiations for budgeting in Congress considering the negotiations occur after the money for the previous fiscal year’s budget has already been spent? Shouldn’t the debt ceiling negotiations occur before the budgeting begins for the upcoming year?
