All Which McCarthy Must Concede Now No Omnibus Legislation & Elimination of Earmark Spending Should Favor Anyway!

Reportedly the last concessions for McCarthy to grant to become House Speaker are appropriations to be voted on separately (not combined in omnibus bills) and that earmarks for pork spending will not be allowed, yet why would McCarthy not have granted those two no-brainers long ago?
