If it really had been clear in the law prior to J6 that the U. S. Vice President is just a rubber-stamp for the Electoral College votes, then Congress wouldn’t have felt compelled to change the law after J6 “to make it clear!” In other words, obviously, the law was not clear previous to the change. The TDS sufferers in Congress really flubbed that one, in passing the new law when the old one ostensibly was clear!
