Never Forget Congress Changed the Law From What Allowed VP Pence to Have Sent Electoral College Votes Back to States

If the law is clear that the U. S. vice president is merely a rubber stamp for the Electoral College votes presented to Congress during a presidential election, then why did the Democrat controlled Congress (with RINO support) recently change the law “to make it clear?”
