If Pence Did Right Thing on J6 Then Why Wouldn’t Subsequent Vice Presidents Do Same the Way Law is Currently Written?

Why is new law being deemed necessary by some RINO’s and Democrats “to clarify” the vice president’s role when the Electoral College votes are challenged if Mike Pence abided by the current law in refusing to send the votes back to the states for reconsideration (not necessarily resulting in overturn)?
