President Biden is Aiding & Abetting the Southern Border Invasion by His Rhetoric & Policies Thus Impeachable Offense

In his not stopping the southern border invasion, isn’t Biden thereby aiding and abetting the invasion, particularly when you consider his rhetoric (or lack thereof) which is giving the invaders the green-light?
