Congress Recently Passed Legislation for Electoral College Process Because Had Been Legal for Pence to Have Intervened

If it was clear in the law on Jan. 6th of 2021 that the Vice President cannot send the Electoral College votes back to the states to reconsider then why did the Democrat controlled Congress recently change the law so that the Vice President is prohibited from doing that?
