Most college graduates have more leverage in the job market than do those who chose to not go to college, so to ask the high school graduates working to pay for the forgiveness of loans to college students graduated and now in the workforce is surely an electoral loser for Biden, even though he seems to think it will buy votes, forgetting that tens of millions of working Americans resent it.
