President Trump Fulfilled His Designated Role in Protecting the Capitol for J6 by Offering 10,000 National Guard Troops

If House Speaker Nancy Pelosi and D. C mayor Muriel Bowser did not want the Capitol building to be invaded on J6, then why did they refuse president Trump’s offer to station 10,000 National Guard troops around the Capitol? Thusly doesn’t this make that motley duo complicit in the invasion?
