When president “elect” Biden in December of 2020 told the world that it’s up to Ukraine whether or not to enter NATO, it signaled to Putin that NATO was ready to receive Ukraine as member, so considering the Ukrainians wanted (and still want) membership, the line for the Russian hierarchy led by Putin was crossed, hence the buildup then invasion which was telegraphed in a speech in July of 2021.
