For What Reason is Biden Not Pushing Congress to Fund Replenish Javelins & Surface-to-Air Missiles for Ukraine?

Why are all of the Democrats (and many Republicans) not pushing for more Javelin portable antitank missiles and surface-to-air missiles for the Ukraine freedom fighters?
