Aren’t People Unwilling to Vote at Polling Place or By Proper Absentee Ballot Proving Intent to Cheat by Ballot Stuffing?

The few people unable or unwilling to vote at the polling places can request an absentee ballot, so how would that be denying people the right to vote, isn’t that a bit of a stretch?
