Rabbi Joseph Ben Gorion in his Yosippon circa 950 a. d. wrote that Rus was a son of Tiras (Thrace) whose tribe was well established become known as the Kievan Rus in his days, the Rus having become known as rowers in the eastern Baltic, yet Rus or Rosh means head or leader (Rosh Hashanah the head of the year), hence the confusion about whether Rosh is a nation or a man (leader) in biblical prophecy.
