Does Biden Repeat His Words so Much for Emphasis or Because He Can’t Remember Whether or Not He Already Said Them?

Almost everybody would agree that Biden repeating the word or words he’d just spoken is off-putting, so why does he do that, is it because he isn’t sure that he’d just said those words or for awkward and off-putting emphasis? Either way making him look like a dodderer.
