Why Did the FDA Bother to Announce That There Will Be No Decision on mRNA Shots Until January Putting Off the Inevitable?

What do you suppose the folks at the FDA are signaling by their announcement that an approval or a disapproval of the mRNA shots will not happen until January of 2022?
