It will be very difficult to prove that police officer Kim Potter knew it was a gun in her hand when she fired at resisting Daunte Wright, so assuming it won’t be proven (in light of her surprised reaction to the shooting), she’s guilty really of professional incompetence, thus a civil lawsuit against the city and its police department is probably the best way for certain redress.
