Unless president Trump had rescinded his standing offer since last summer to D. C. mayor Muriel Bowser to provide 10,000 National Guard personnel if a problem scenario would arise, the mayor should receive much of the blame for the lack of security at the Capitol on Jan. 6th, also the Capitol police who rejected offers for reinforcements.
