Who Gave Order to Stop the Ballot Counting in Middle of Night in Swing States Where Trump Leading Bigly?

Shouldn’t the DoJ and/or Team Trump find-out who gave the order to stop the ballot counting in five swing states now being contested, wouldn’t you like to know?
