Electronic Voting Machines Have Vote Switching Capability Easy to Access for Shenanigans so How Many Changed?

Why did states such as Michigan, Wisconsin, and Pennsylvania buy voting machines which can easily be altered to change votes from one candidate to another if not to do just that?
