The solution to the problem of providing healthcare to high risk Americans could be a change to the tax code, donations to a National High Risk Pool tax deductible (or even credit) up to 25% of one’s income. Trump could run on this, that upon his reelection and the Republicans gaining control of the House and maintaining control of the Senate (provided that there’s no John McCain in their midst!), it will happen.
