Why Didn’t U. S. State Department or Intel Community Tell Trump That Flights Out of Wuhan But Not to China?

The wuhan virus was wreaking havoc in China which was known to the world in December of 2019, so shouldn’t the fact that flights continued to go out to the U. S. from Wuhan but not to other locations within China have been a red flag?
