With only written intel reports now to be given to Congresspeople, they can no longer loosely interpret what the intel people had been telling them in person behind closed doors to then leak the information to the establishment media in a slanted (against Trump) way, now still receiving the information but less enabled to participate in what John Ratcliffe calls a pandemic of leaks.
