The prosecution against officer Rolfe will have to prove that he intended to kill Rayshard Brooks while beginning the handcuffing process, before Brooks began his violent escape from the two officers, while had the DA filed just a manslaughter charge, that Rolfe intended to kill Brooks before the escape would need not be proven, that Rolfe can be seen having feared for his life.
