The Constitution says that only the U. S. Senate can try an impeachment case, not the judicial system, but it doesn’t say that the Senate must try an impeachment case, only that it’s the only entity which can conduct a trial, so since Chicken Nancy refuses to send the articles of impeachment to the Senate for judgment, it’s certainly within the rights of the Senate to dismiss the case.
