Putin runs Syria now, and has much influence on Turkey, so if ISIS regroups in northern Syria, it will be because Putin allowed it, having given assurance to Erdogan that the ISIS fighters would be allowed to spread only southward, toward Israel of course, the only pluralistic democracy in the region.
