S. should do to help the people of Central America is send more foreign aid to those nations, because those funds enable the ruling classes to stay in power without having to change their systems to provide safety and economic opportunity for the general populations of those nations such as Guatemala, Honduras, and El Salvador, less violence and more entrepreneurship needed.
