If/when school choice is made the law of the land, the parents and educators in the cities will find it easier to form new schools with so many students nearby, while public schools would mostly remain the only option in rural areas, though by agreement with the public schools in the rural areas, students could be taught for instance about the historicity of the Bible via the internet as supplement.
