As long as most Congresspeople want to maintain free market principles in the industry called healthcare, so that the insurance companies make a fair profit for their work, then the uninsurable because of preexisting conditions have to gain monetary assistance which must be separate from the insurance industry, otherwise, it’s just a ruse for socialized medicine. Thus charity hospitals are still the only logical way to go, perhaps much better funded by tax credits (up to 25% of income) for donations to the charity healthcare system which better funded could have many branches.
