Who Says Full Employment & Growing Economy Must Cause Inflation Except the Fed Raising Interest Rates Too Much?

Inflation in the U. S. is about nil, and commodity prices are still low (since September when the Fed starting raising interest rates), so shouldn’t the Fed lower interest rates?
