The Democrats in Congress are trapped because they have no bill which has passed both houses of Congress on border security which too could override a veto by Trump, so they are stuck having to deal with his proposal (or one they would hastily try to pass through both houses), thus considering time is of the essence to pay those furloughed federal employees (and that more caravans are on the way), the Democrats are feeling great pressure, it looks like a checkmate by president Trump.
