In hoping that Trump declares a border emergency, which they think would be struck down by the Supreme Court, the Democrats would then be facing the president who had ended the government shutdown and pursued border barrier security, both much appreciated by the voting public therefore more supportive of his 2020 reelection, seeing immigration reform on the horizon.
