Environmental Groups Should Be Asked Whether It’s Ok to Clear Firebreak Easements & Dead Forest Undergrowth

If the environmental groups would promise not to sue, what would prevent the state of California from clearing long firebreak corridors and removing the dead underbrush from the forests?
