The first news about Rod Rosenstein’s resignation was that he “offered it” to chief of staff John Kelly, later that the offer entailed terms/conditions, but Rosenstein has no leverage in this situation to dictate any terms, so that add-on to the story probably bogus to smokescreen the fact the Rosenstein will be leaving to prepare his criminal defense for his involvement in Obamagate.
