Why didn’t Robert Mueller think that Trump and Cohen violated campaign contribution law when he was perusing all the evidence seized in the Cohen case? It’s because Mueller knew that Trump spending his own money to silence two accusers was not in violation of any campaign finance law. Special counsel Mueller passed the case to federal district court to prosecute Cohen’s fraudulent business dealings, out of Mueller’s hands because he saw no criminality where the campaign is concerned.
