The downside for president Trump should he choose to shutdown the government over the failure of Congress to fund his Four Pillars Plan for controlled immigration is that the shutdown could last for weeks with the Democrats (and establishment Republicans) not giving in, which could be blamed on Trump to the detriment of the Republicans going into the midterm elections in November, so perhaps the president will decide to let Congress do what they will on the 2019 budget and let the electorate across the nation in the midterm elections decide how well they did.
