When Robert Mueller was director of the FBI under president Obama (when Hillary was Secretary of State), part of his responsibility was to report to Congress shady business dealings infiltrated by the Bureau, such as by confidential informant William D. Campbell into Hillary’s Uranium One deal during its infancy, but Mueller didn’t report that to Congress, Mueller clearly a player in ObamaGate.
