To eliminate “catch and release,” tent cities on the southern border could be built by the military where the “migrants” would stay until the judge would come there to review the cases, the prospect of which would surely demotivate potential “migrants,” and the military could be building the wall at the same time, at least the 700 miles of it already authorized by Congress in 1996.
