President Trump would rather see a spending bill from the current Congress to sign which reduces funding to non-military bureaucracies even eliminating some, so knowing this the establishment types of the Republican party such as Paul Ryan have allied with the Democrats in both houses of Congress to produce an huge “omnibus” spending bill, trying to tempt the president into vetoing it, but Trump hasn’t taken the bait, concentrating instead on increasing Republican majorities in both houses (unimpeded by the firestorm which would ensue should he veto this spending bill) that subsequent budgets would be reeled in by larger majorities of hopefully more promise-keeping Senators and House members.
